MIAMI (July 12) - Carlos has weakened from a hurricane to a tropical storm as it heads west over the open waters of the Pacific Ocean.

The tropical storm has maximum sustained winds near 70 mph, down from around 80 mph earlier Sunday. But forecasters at the National Hurricane Center in Miami say Carlos could strengthen during the next 48 hours and become a hurricane again.
Just before 5 p.m. EDT, Carlos was centered about 1,175 miles southwest of the southern tip of Baja, Calif.
Carlos is moving west near 10 mph on a path taking it farther out to sea. Forecasters say tropical storm force winds extend outward up to 70 miles from the eye of the storm.
