UN: Gaza needs construction material before winter

Did Hamas consider the winter when they began their incessant and indiscriminate launching of rockets at Israel last year that necessitated Israel's retaliation? Of course they did. If fact they warned Israel not to take action in grandiose rhetorical terms. Frankly I think Israel should allow Gaza to be rebuilt because it might be something Gazan's will not be willing to so likely risk. Not that Gazan's either learn or deserve a bail out. Peace however palatable or not must rule our decisions, in spite of Hamas.
