Canadian Government did not cave in to pressure from US Government because this so-called Torture Watch List was a Training Document/Manual made by the Canadian Foreign Ministry that is used in workshops to teach Canadian diplomats how to tell if a Canadian held in foreign jail has been tortured. (CTV Report)

On Jan 18, the Canadian Govt. Foreign Ministry spokesman Niel Hrab stated this document is a training manual and is not a policy document and does not reflect the views or policies of the Canadian Govt. The Foreign Ministry removed USA and Israel when they realized it was improper to make such a statement in a training manula such as it was.

THERE ARE NO INSTANCES OF TORTURED MENTIONED IN THE MANUAL AGAINST ANY OF THE COUNTRIES MENTIONED:USA, ISRAEL, IRAN ET AL.

The document cites Guantanamo Bay USA Prison Camp where prisoners COULD be tortured, but never says any prisoners have been tortured at Guantanamo.

The manual points at things employees of the Canadian Foreign Ministry should look for to see if Canadian Citizens who have been imprisoned, might have been tortured.

It also classifies some US interrogration techniques, including forced nudity, isolation and sleep deprivation, as torture.

Jeff, as I told you last posting, the Canadian Foreign Ministry is in the process of reviewing the use of naming countries on that Training Manual and will omit all countries in the Manual. The Foreign Ministry does not point out any specific instances of torture against the Countries it mentioned in the Manual, so therefore it is improper to put any country in this manual. The manual should be specifically geared to show Canadian Diplomats what to look for to see if a Canadian Citizen has been tortured in any foreign country.
