Yes, it is a scary notion, with lots of ramifications, but what a great way to send a message to Congress.
If the people have to embarrass Congress into impeaching Bush and Cheney, let the games begin.

The State that lets Pedophiles walk free, home of Pedophiles unmolested by the courts, Pedophiles. Vermont even refuses to pass tough laws against Pedophiles.
They cannot protect their own children, or refuse to protect them.
It is a great idea, issue arrest warrants for Bush and Cheney, but it will never prod the Coward Democrats, led by Nancy, to begin Impeachment on Cheney or Bush. Only the Liberal Democrats and the Republicans want to Impeach Cheney, debate it and vote on it in Congress. The House Democrat Leaders just want to bury Impeachment in Committee

Just to let you know when something goes into, as you say, "Committee", it is said 'sent to Committees'. Notice the 's'.
I would think if the House approved it it will be sent to the Senate, they read it, usually twice, if in between, it is amended it is sent back to the House then sent to the Senate, then referred to Committees. 'referred', and an 's'. Thought you might like to learn more than how to spell pedophile 9 BN times.

7. You can't impeach a president for doing a bad job, and you can't impeach a president for lying to the voters. If that's the standard, then you could have impeached every president going back to FDR.
Clinton lied under oath, and Nixon obstructed justice. That's why impeachment proceedings were started against them

8. As much as I love a good story about an eccentric New England town, I am pretty sure that municipal governments can't penalize someone unless they commit a crime within that jurisdiction.
So, Bush and Cheney are gonna need to go to Brattleboro and then break one that local ordinance. It's like how there are some temperance towns still in the south where you can be penalized for drinking alcohol there. Laws only apply to those borders. And it's not likely that Bush and Cheney would want to travel over to Brattleboro in the first place.

9. In that case Kent you agree then that war crimes are an impeachable offence, yes? As is war fraud and false testimony to congress? As is surveilance on American citizens without a court appointed warrant? You're quite right that unpopularity is not grounds for impeachment. That is why Bush and Cheney are not being impeached for unpopularity. They are being impeached for real crimes that should be brought to the public's attention.
And incidently, two things. One. I would want any president, democrat or republican, impeached had they done what these two have orchastrated. Two, Clinton did not lie under oath. Congress defined sex and non-oral sexual contact between reproductive organs to Clinton's lawyers, so technically he did NOT lie to congress. He did lie to the American public, but I don't know a man who wouldn't have in that circumstance.

Rep Kucinich's Resolution to Impeach Cheney was sent to the House Judical Committee.
On November 6, 1997 the Democrat Leaders tried to table the Kucinich Resolution of Impeachment of Cheney to avoid a floor debate on Impeachment. A vote was taken to support the debate on Impeachment with 251 favoring debate, 162 against debate, 120 Rep and 131 Dem's voted in favor of Debate. Majority Leader Hoyer then had Kucinich Resolution sent to House Judical Committee, where it sits today, nothing being done to date.
