The issue of illegal immigration continues to be a never-ending tangled web of complexity that has remained on the minds of politicians for decades. Several attempts at immigration regulation, and countless proposed policies have failed to yield favorable results. However, with more than 12 million undocumented immigrants currently living in the United States, leaders in Washington think they have come up with the best answer: Voluntary Deportation!
The Immigration and Customs Enforcement Agency (ICE) will encourage all illegal immigrants to leave the country voluntarily, and the incentive to do so is basically nothing. All self-deporting immigrants would be granted a few weeks to pack their belongings and leave the country without spending any time in detention facilities.
There will be a formal announcement of the program next week.
Ali Noorani, Executive Director of the National Immigration Forum, released the following statement in response to the ICE program:
"Just when you thought the Bush Administration would ride quietly into the sunset, along comes another harebrained scheme that can't have been carefully thought out. We are not going to deport our way out of our current deportation mess, nor is it likely that most, or even many of the estimated 12 million undocumented immigrants here will choose to leave on their own."
I have to admit I agree with Noorani. Does the Bush Administration truly believe undocumented immigrants without criminal records would turn themselves into immigration authorities to go back to a country they ran away from? More importantly, why would they do so with no real incentive? The closest thing the Bush Administration has achieved in terms of "voluntary deportation" is creating an economy so terrible that many are probably thinking about leaving regardless of the new ICE program.

In a videotape recovered by US forces in November 2001 in Jalalabad, bin Laden was seen discussing the attack with Khaled al-Harbi in a way indicating foreknowledge.[66] The tape was broadcast on various news networks on 13 December 2001. Some have disputed this translation however. Arabist Dr. Abdel El M. Husseini stated: "This translation is very problematic. At the most important places where it is held to prove the guilt of bin Laden, it is not identical with the Arabic."[67]
In the 2004 Osama bin Laden video, bin Laden abandoned his denials without retracting past statements. In it he stated he had personally directed the 19 hijackers.[12][68] In the 18-minute tape, played on Al-Jazeera, four days before the American presidential election, bin Laden accused U.S. President George W. Bush of negligence on the hijacking of the planes on September 11.[12]
According to the tapes, bin Laden claimed he was inspired to destroy the World Trade Center after watching the destruction of towers in Lebanon by Israel during the 1982 Lebanon War.[69]
In two other tapes aired by Al Jazeera in 2006, Osama bin Laden announces,
I am the one in charge of the 19 brothers … I was responsible for entrusting the 19 brothers … with the raids [5 minute audiotape broadcast May 23, 2006],[70]
and is seen with Ramzi Binalshibh, as well as two of the 9/11 hijackers, Hamza al-Ghamdi and Wail al-Shehri, as they make preparations for the attacks (videotape broadcast September 7, 2006).[71]

The offer came as the United States massed forces in southwest Asia for a possible strike against Afghanistan if the Taliban refuse to surrender bin Laden. A Bush administration official, speaking on condition of anonymity, rejected the Taliban offer and repeated U.S. demands that bin Laden be turned over unconditionally.
The Taliban's ambassador to Pakistan, Abdul Salam Zaeef, made the offer at a news conference in Islamabad. Zaeef said the Taliban would detain bin Laden and try him under Islamic law if the United States makes a formal request and presents them with evidence.
The United States blames bin Laden for the September 11 terrorist attacks on New York and Washington.
"America has given evidence to other countries, we do not say anything," Zaeef said. "If Americans are convinced that they have solid evidence, we are ready for his trial in Afghanistan, and they have to produce that evidence."
Sunday, President Bush returned to the White House after a weekend at Camp David and remarks at a memorial for the firefighters killed in the line of duty last year and in the attack on the World Trade Center.
Bush ignored questions about the Taliban's latest offer. But in his weekly radio address Saturday, he warned the Taliban that they had little time left to meet U.S. demands.
"The Taliban has been given the opportunity to surrender all the terrorists in Afghanistan and to close down their camps and operations," the president said. "Full warning has been given, and time is running out."
Bush's demands include turning over not only bin Laden, but all members of his al Qaeda network. The United States has also urged Afghanistan to close all terrorist training camps, give the U.S. access to those camps and release eight Western aid workers accused of trying to convert Muslims to Christianity.
"The president made clear his demands," said an administration official, who asked not to be identified. "Those demands are not subject to negotiation and it is time for the Taliban to act now."

21. bob, thanks for the story. Cenk, doing homework did not stop being important when you left school. Immigration law in the US has had a concept of voluntary removal for years and it may provide some advantages for people seeking legal reentry later. Noorani's position seems to be that if ICE does anything they are wrong. Is he saying that arrests and incarceration are better or is he saying that any enforcement of US border law is wrong?
It would be nice if everyone hear could stay on topic. On the other hand, Cenk's advocacy articles are boring.

24. For all of those that blame it on mexicans and latins !!!!!! First of all , we are at war with middle eastern countries !!!! Not with south america, central america, or mexico. I know for affact that part of the big reason why the economy is doing so bad right now is because alot of illegals living here now and that have been living here for a long time, are being deporting back to there country. Lots of families, morgages, car payments and other big loans. When they get deported, there is a debat that is not going to be paid and everybody losses. I am in the bussiness of sales and I can tell you that latins and blacks are the best customers. They spend money and put money in my pockets and they do make the ecconomy go round. the jobs that we are crying about mexicans are taken is bull. We don't want those jobs, they are shit jobs. very under paid and they are so bad that they should get medicare for free.
