Former Secretaries Propose New War Powers Law
Two former Secretaries of State, James Baker III, a Republican, and Warren Christopher, a Democrat, chaired a commission looking into the War Powers Resolution of 1973. The resolution was passed by Congress toward the end of the Vietnam War and was intended to revamp the way that the nation was led into armed conflict. The resolution states that the president may only take the armed forced into conflict with the express approval of Congress through an authorization or a declaration of war. President Nixon vetoed the resolution when it passed, calling it unconstitutional, a position supported by every president since. Congress was able to override that veto.Baker and Christopher admit that the resolution may indeed be unconstitutional and have proposed a new law aimed not at fixing the War Powers Resolution, but at creating a new regime for executive and legislative branch cooperation in matters of war and defense.
"Our proposed new law, the War Powers Consultation Act of 2009, does not pretend to resolve the underlying constitutional issues - only a constitutional amendment or a Supreme Court decision could do that. It would reserve the ability of both Congress and the president to assert their constitutional war powers. In drawing up the statute we focused on a common theme that almost all past proposals shared: the importance of meaningful consultation between the president and Congress before the nation is committed to war."The Constitution divides the war powers of the federal government between Congress and the president. The president is the commander-in-chief of the military and has exclusive authority to command the armed forces in war time. Congress has the sole authority to declare war, although it has not done so since World War II, and controls the funding for military operations. The president has Constitutional authority to use military force in times of emergency or defensive necessity, but must go to Congress for authorization if hostilities are expected to last for an unspecified longer period of time. It is that lack of specificity that Baker and Christopher are trying to address with their proposal.

The situation as it has been created by the present administration seems to have avoided a very ssimple yet profound guiding principle assuming that one's purpose and goals are honorable. By our actions we set the example for the rest of the world. If we wage war for a reason, then any other country feels that it can do likewise. If that reason is questionable, and certainly it can be argued that the Iraq war is quextionable, then by our example any other nation can also wage for for whatever reason it chooses. By our example we set the norm for the rest of the world. And as it is often said, what matters, is not so much where we are at, rather what direction we are headed in. If we are the greatest nation, we must set an example for the greatest good. If we don't then who?

I don't know of another president who had to indulge the constant interference of past (and should I say soft) presidents, vice presidents, cabinet members and retired generals than this president. Most of them libs, of course. All of them used so they can still feel significant.
When Carter took office, loser that he was, Nixon and Ford let him govern. When Reagan and Bush 1 were in, Carter kept silent. When Clinton was in, Reagan & Bush 1 didn't so much as flick the ashes from their cigars.
So what is up with Carter, Clinton, Gore, Hamilton, Baker (the only real surprise), and now Christopher? And then there are all these retired generals who don't really have a clue about the current situation. Doesn't Baker realize that Baker/Hamilton report fell into the shadows of the surge's success?
All this amounts to is more liberal parades and charades. Nothing they do is for the people; all of it is for the glitz. Look at me! Look at me!!
Libs really should be careful with the limitations they try to put on the executive branch (and the congress) just because they don't like King George. Eventually the power shifts and the wings they clipped were their own.
History professes that libs don't like that. They will hate it if they did it to themselves.

Before you vote for Barak Hussein Obama, it will be well advised that you read about the muslim "shariah law" and its impact on your freedoms and finance.
Read about Shariah-Compliant Finance - case pending brought by American investment group Cantor Fitzgerald against Dubai Islamic Bank.
One item of interest is the "zakat" or the "puriefied" funds to islamic charities which can land up with terrorists.
(Barak Hussein Obama was on the board of one of these muslim "charitable" firms in Chicago the Woods Foundation).

THE MUSLIM SHARIAH LAW (frightening)
Sharia family law as the fundamental basis for discrimination against women in the Muslim world, including communities in the United Kingdom and USA: Sharia law replaces all other law:
1. The Muslim woman cannot marry without parental approval, worsening the problem of forced marriage;
2. marriages can be conducted without the presence of a bride, as long as the guardian consents, creating a climate for underage and early marriage;
3. Muslim women may only marry Muslim men. It gets worse.
4. A Muslim man can divorce his wife by repudiating her; they have no obligation to support a former wife, or her children after the divorce; women are prohibited from divorcing husbands without his consent; abuse is not grounds for a woman to end a marriage;
5. In matters of inheritance, sons are entitled to twice as much of an estate as daughters.
6. Divorced women must remain single. If they remarry they can lose custody of their children. There is no similar requirement for a man. Child custody often reverts to the father at a preset age, even if the father has been abusive.
It is impossible to reconcile this antiquated "law" with western law and democracy which must become subordinate to Sharia law.
This is Dhimmitude, an Islamic system of religious apartheid begun in the 7th century that forces all other religions and cultures to accept an inferior status once Muslims become the majority.
There is no due process under Sharia law.

For political expediency, Obama has "changed" everything since he started his campaign.
Obama started pretending he is "one of us" and not some radical liberal from Chicago, who looks down at hard working white rural Americans.
1. Obama promised you CHANGE and change he will at a drop of a hat. Obama gets his people to do hatchet jobs for him, then he throws them under the bus.
2. Obama's aide Samantha Power was fired when she called Hillary a "monster" and said "Iraq withdrawal is not set in concrete" and drew criticism.
3. Obama's aide on "conflict resolution" Robert Malley talked to Hammas "secretly" and was canned when it became public knowledge.
4. Obama amputated his pastor/mentor/uncle Jeremiah off at the knees saying he can no more repudiate his church than his family.
5. Obama claimed to have cringed at his grandmothers fear of black men, but since her "rehabilitation" she is now a loving woman teaching Kansas values.
6. Obama approved of Gen. Wesley Clarks attack of American war hero Sen. John McCain but now distances himself from Gen. Clark.
7. Obama passionately sided with "Pelestinian suffering" in the Senate, yet when addressing the Israeli lobby he could have been a zealous Zionist.
8. Obama sided with Justice Scalia on Second Amendment right to a handgun, and right to execute child rapists - contrary to what he said before.
9. Obama sided with Pres. Bush on telecommunications "immunity from prosecution" for wiretapping citizens - contrary to what he said before.
10. Obama threw "finance reform" overboard to gain money-raising advantage over Sen. McCain.
11. Obama used to be against NAFTA, but now he is a "free-trader" even though he dissed his aide Austan Goolsbee for the same thing.
12. Obama successfully distanced himself from his friends MoveOn.org who "mocked" Gen. Patraeus (Gen. Betray-Us)
13. Obama got rid of his flag pin after 911 (so he is not seen taking sides) now the flag pin is back on again.
14. Obama's flaky committment to withdraw from Iraq in 16 months is now changed, he will "refine" his commitment after meeting with Gen. Patraeus.
15. Obama took Pres. Bush's faith based initiative and claimed it as his own.
WHAT is Obama up to? He has convinced his voters he is not "Black Militant Liberal Radical" but hey, that can CHANGE anytime!! After all, Obama is about CHANGE (can't expect anything less from a man with NO experience)

It was obvious that the DNC did not want Hillary to win the nomination. All you had to do was educate yourself on who is running the DNC. Then take a good hard look at who endorsed Obama. If you do that --- ding ding ding --- the light will come on. (Hint: ‘swimmer Teddy’ was one --- pig Pelosi was another --- Coward Dean another).

If we had required a congressional declaration of war then Saddam would still be killing people by the millions, snubbing his nose at the UN and pocketing cash from the Oil for Food Program.
Presidents, no matter what party, need power to act,unimpeded by a sluggish partisanship of congress. They can take their lumps later.
I hear you all now, "Tell that to the 4,100 dead soldiers."
That is not the point. The point is keeping politics out of protecting our national interests. Something that congress has been unable to do lately.

Meanwhile, it is being reported as indicated from this quote at Huffington Post --

The "status of forces" proposal is bogged down in disputes between the Pentagon and key Iraqi factions, and faces potential sharp questions in the US Congress in the coming weeks.
Assuming the administration has its way, which is by no means certain, the agreement between the two executive branches will preserve the right of US forces to initiate unilateral military action and continue rounding up tens of thousands of Iraqis in abusive preventive detention facilities where human rights are violated routinely."
Not mentioned here is immunity of American Soldiers from Iraqi law as well as Amrican rights to Iraqi air space.
